The Raymond POE is located at the Canadian-US border north of the city of Raymond, Montana. The POE is a federally owned facility managed by the GSA. The primary tenant of the POE is the Department of Homeland Security (DHS) Customs and Border Protection (CBP). Due to settling, inadequate subgrade, and erosion of the drive surfaces there was ponding in the asphalt between the non-commercial inspection building and the commercial inspection building.
As the construction manager, PSI was responsible for visiting the construction site at least once per week and/or at critical project milestones for inspections and observations during the construction period of performance. Inspection and progress requirements are as follows:
- Inspect project work as it is being performed and ensure all required tests are completed
- Attend all construction contractor meetings as well as review meeting minutes that are prepared by the construction contractor
- Visit project site before contract work is covered with concrete or buried
- Conduct progress inspections at appropriate stages based on minimum visits and the construction contractor’s schedule
- Conduct at least one progress inspection before work is substantially completed
- Final inspection to document all work still outstanding and any remaining deficiencies
- Verify the accuracy of record drawings submitted by construction contractor and deliver them to the GSA
- Fill out and return government-specific forms as-needed
